Gürcafer: We Are Paying a Heavy Price for the Two-State Policy

Cafer Gürcafer, President of the Cyprus Turkish Building Contractors Association (KTİMB), stated that the two-state model advocated by the Turkish side is causing significant harm to the economic structure, adding, “We are paying a very heavy price for the direction politics is taking.” Gürcafer made these remarks as a guest on the 'Sabah Postası' program, hosted by Gökhan Altıner on Kıbrıs Postası TV.

Gürcafer also commented on the situation of Ahmet Noyan, owner of Noyanlar Group of Companies, who was allegedly barred from entering Dubai over accusations related to unauthorized construction and sales on Greek Cypriot properties.

Pointing out that Ahmet Noyan had made significant investments in Dubai, Gürcafer said, “It is unthinkable for a businessman like Ahmet Noyan to be denied entry to Dubai. The Greek Cypriot lobby is behind this. They have become very proactive, mobilizing all their representations and embassies.”

Gürcafer also criticized the economic consequences of the two-state model advocated by the Turkish side in resolving the Cyprus issue. "We are paying a very heavy price for the direction politics is taking," he said, emphasizing that politics and the economy are inseparable, and that negative political moves inevitably harm the economy as well.
"Of Course, Two-Statism Can Be Advocated, but the Table Must Be Kept Alive"
Highlighting the severe damage the two-state solution model has inflicted on the economic structure, Gürcafer said, “Of course, you can advocate for two-statehood. But the negotiation table must be kept alive. We did not face such issues in the past because there was a coordinated effort.”
"The Greek Cypriot Side’s Proactive Efforts Are Gaining More Support"
Gürcafer underlined that the current political stance is not internationally accepted, allowing the Greek Cypriot side’s proactive efforts to gain broader support. “In the past, there was a perception that Turkish Cypriots wanted a solution. Unfortunately, that perception has been shattered. And this has consequences for us. We are facing this reality,” he said.
"A Solution Is Essential"
Stressing that a solution is needed to produce a method internationally acceptable on the property issue, Gürcafer continued:
“In my opinion, 90 percent of the Cyprus problem is about property. The rest can be resolved easily. Turkish Cypriots own over 500,000 dönüms of land in South Cyprus. Most of these properties are located in coastal villages, and there are tens of thousands of houses. We refrained from taking steps that would have justified our position internationally and gained world public support. We relied on the mainland and did nothing that was needed. In the meantime, construction took place on Turkish Cypriot properties in South Cyprus, and we made no interventions. Had we taken the necessary steps, we would be in a much different situation today.”
"We Are Still Not Doing What Needs to Be Done"
After diagnosing the problems, Gürcafer also addressed what needs to be done. He emphasized that the process must be managed proactively from a central authority. “Just as we failed to do what was necessary in the past, we are not doing it today either,” he said.
Gürcafer stressed the importance of monitoring the status of all Turkish Cypriot properties in South Cyprus and warned that if the current mentality persists, the Greek Cypriot side will continue to gain the upper hand over Turkish Cypriots.
