Tatar to Meet UN Secretary-General’s Personal Envoy Holguín on May 26

This visit marks Holguín’s return to Cyprus in her renewed role as the Secretary-General’s Personal Envoy.

During her stay, Holguín will also meet with Greek Cypriot leader Nikos Christodoulides.

Holguín’s Reappointment

UN Secretary-General António Guterres reappointed former Colombian Foreign Minister Maria Angela Holguín Cuéllar as his Personal Envoy on May 2, 2025. Holguín previously held the same role from January to July 2024, during which she concluded that there was no common ground to initiate comprehensive negotiations following a series of consultations with both sides.

Her reappointment followed a broad informal meeting held in Geneva on March 17–18, 2025, where both sides agreed on the need for a Personal Envoy. Holguín’s mandate includes monitoring progress on six initiatives agreed upon in Geneva and preparing for an expanded informal meeting expected to take place at the end of July.

Mandate and Visit Agenda

Holguín’s new term officially began on May 12, 2025. In addition to her meeting with President Tatar on May 26, she is expected to hold talks not only with the Greek Cypriot leadership but also with guarantor countries Turkey and Greece.

According to sources close to the Presidency, Holguín’s visit to the island will take place against the backdrop of the Greek Cypriot leadership’s increasingly aggressive policy on property issues, which began in January 2024. The rising tension over this matter is anticipated to be one of the most significant challenges of Holguín’s new term in Cyprus.
