“We Do Not Recognize the Attack on Our Right to Strike” — KTOEÖS Responds to Cabinet’s 60-Day Ban

The Council of Ministers has postponed strikes by the Cyprus Turkish Secondary Education Teachers’ Union (KTOEÖS) for 60 days, citing concerns that the actions would disrupt end-of-term exams and students’ right to education.

KTOEÖS President Selma Eylem condemned the decision, stating, “We do not recognize the attack on our right to strike or protest,” and announced that the union will file a lawsuit on October 30.

The Cabinet’s decision, published in the Official Gazette, relies on Article 16, Paragraph 3 of the Collective Bargaining, Strike, and Referendum Law No. 42/1996. It specifies that regional strikes held on September 28, October 5, and October 12, 2025, as well as the ongoing strike at Rauf Raif Denktaş Vocational High School since October 2, interfere with end-of-term exams, graduation, and report card procedures. The measure applies to all schools under the Ministry of Education for 60 days starting from October 27, 2025.

Eylem criticized the Cabinet, highlighting that previous unconstitutional decisions were overturned by the Constitutional Court. She emphasized that KTOEÖS will continue its legal battle and protest actions. Today, all schools will participate in a strike from 11:30 a.m. to 1:05 p.m., with teachers gathering at the Prime Ministry at 12:30 p.m. for a demonstration. The union reaffirmed its commitment to resisting the strike ban and stated it does not recognize the Cabinet’s decision.
