Holguin: Expanded 5+1 Meeting Not On The Agenda For Now

The UN Secretary-General’s Personal Envoy for Cyprus, Maria Angela Holguin Cuellar, said that an expanded informal meeting in the 5+1 format will not take place at this stage, noting that the process remains at a pre-negotiation phase.

Speaking after separate meetings with President Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides, Holguin said the process was progressing slowly but continued.

Emphasising that the parties are still in the pre-negotiation phase, Holguin underlined the importance of continuous and direct dialogue, stating that such engagement is necessary for the expression of views, concerns and expectations.

She said efforts would continue to reach agreement on confidence-building measures previously placed on the table and to pave the way for the launch of formal negotiations.

Following a two-hour meeting at the official residence of the UN Secretary-General’s Special Representative and Head of the UN Peacekeeping Force in Cyprus (UNFICYP), Khassim Diagne, Holguin issued a written statement.

In her statement, Holguin stressed the need for ongoing and direct dialogue between the parties at the pre-negotiation stage. She noted that during the meeting, the leaders shared their proposals on how to move forward towards the start of the main negotiation process. The list of previously proposed confidence-building measures was reviewed, and some progress achieved between the two sides was discussed.

Holguin said that in the next phase, efforts would continue to reach consensus on various confidence-building measures and to initiate negotiations.

After the meeting, Holguin also answered questions from members of the press.

Holguin Responds To Press Questions

Holguin said that an expanded informal meeting in the 5+1 format would not take place for the time being.

Responding to questions after her meeting with President Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides, Holguin said the parties were still in a pre-negotiation phase. She noted that being together, sharing views and engaging in dialogue was “always good,” even if no concrete outcome was achieved. She also described the meeting as “a good meeting.”

Asked whether a new meeting would be held, Holguin said this depended on the leaders, adding that results were needed on confidence-building measures. She said “a little more time” was required and that the leaders were continuing their work.

“The Process Is Dynamic, Slow But Ongoing”

Asked whether she felt disappointed by the outcome of the meeting, Holguin said: “No, I am not disappointed. The process is dynamic. It is slow, but we are moving forward.”

In response to a question on whether the leaders had responded to her call for progress made the previous day, she said: “I think they are on that path. But not yet.”

Asked to elaborate on her statement that “some progress has been achieved,” Holguin cited halloumi and crossing points as examples, saying these issues would be addressed within a month. She said she did not wish to list details one by one, but stressed that “more work is needed.”

When asked whether the 5+1 meeting planned for next month should be ruled out, Holguin replied: “For now, it will not take place.”
