Police Warn: Electric Scooter Use On Pavements Is Prohibited

The Police General Directorate has issued a statement on the use of electric scooters, reminding the public that riding them on pavements is prohibited. It stressed that improper use poses serious safety risks for both pedestrians and riders.

The police said that, alongside routine traffic checks, inspections of electric scooters have increased in recent days due to a rise in their use on roads, and it has been found that some users are not aware of the rules. For this reason, a renewed public information notice was deemed necessary.

In the statement, electric scooters were defined under the law as wheeled vehicles used while standing, with a maximum speed not exceeding 30 km/h, a motor power below 351 watts, a braking system, a non-slip footboard and handlebar, a vertical steering mechanism, a front white light capable of illuminating at least 20 metres, a rear red light and reflector, and a horn or similar device audible from 30 metres.

It was also noted that vehicles exceeding 351 watts or capable of speeds above 30 km/h fall into the category of mopeds, motorcycles, or three-wheeled motor vehicles. These require registration and must be used with a Class J, H1, H2, or H driving licence.

The police warned that using vehicles not meeting the legal definition of an electric scooter constitutes an offence, and legal action will be taken against users identified in violation of the rules.

Regulations introduced under amendments to the Motor Vehicles and Road Traffic Regulations on 26 October 2022 were also recalled. Accordingly, individuals under the age of 18 are prohibited from using scooters. Their use is banned on intercity highways and roads with speed limits above 50 km/h. Where cycle lanes exist, they must be used; where they do not exist, scooters may be used on the road provided safety is not compromised, keeping to the left.

It was further stated that carrying passengers or loads other than small backpacks is prohibited, riding side-by-side on motor vehicle roads is not allowed, and scooter use on pavements is banned. Riding while attached to or holding onto another vehicle is also forbidden, both hands must remain on the handlebars, and performing acrobatic movements is not allowed.

The statement also highlighted that not every scooter model sold on the market is designed for road use, warning that misuse poses risks to riders, pedestrians, and other drivers.

The Police General Directorate said traffic inspections will continue and called on all road users to comply with regulations and contribute to preventing accidents.
