Bengihan: 112 Health Services on the Brink of Collapse
KTAMS President Güven Bengihan has said that the Health Services Department Draft Law, which has been awaiting discussion in a parliamentary committee since 2022, must be urgently enacted, arguing that serious deficiencies—particularly in 112 emergency services—are undermining both healthcare delivery and public access to services.
In a written statement, Bengihan said the draft law, prepared through a technical committee and submitted to parliament, has not been placed on the agenda for years.
He argued that the country’s uncontrolled population growth is placing increasing pressure on the healthcare system, with clear shortages particularly in 112 emergency services.
Bengihan pointed to structural deficiencies in the existing system, noting that the 1989 Basic Health Services Law is still in force and that 112 emergency services and primary healthcare are being delivered under the same framework. He said the law is no longer compatible with current conditions, leading to disruptions in services and increased workloads for staff.
He added that this situation has caused hardship for hundreds of healthcare workers and increases the risk of serious and potentially irreversible incidents.
Bengihan also criticised the government for imposing strike bans on healthcare workers on the grounds that health services are essential, while failing to address systemic shortcomings.
Recalling the praise given to healthcare workers during the pandemic, he said that proper working conditions must now be ensured.
Bengihan concluded that ensuring public access to quality healthcare and enabling staff to work in safe, sustainable and humane conditions has made the enactment of the Health Services Department Law an urgent and unavoidable necessity.
