According to the decision published in the Official Gazette, the government cited its authority under Article 16(3) of the Collective Labor Agreements, Strikes and Referendums Law (Law No. 42/1996). The statement said the strike was deemed to seriously disrupt essential services and therefore could not proceed as planned.

The decision reads:
“The Council of Ministers, acting on the authority of Article 16(3) of Law No. 42/1996 on Collective Labor Agreements, Strikes and Referendums, has ruled that since the strike initiated by the Cyprus Turkish Electricity Authority Workers’ Union (EL-SEN) and/or other unions is of a nature that would severely disrupt essential services, the strike planned to begin on September 2, 2025, at all units of the Cyprus Turkish Electricity Authority is postponed for 60 days as of September 2, 2025.”
