“Today, the handcuffing of a lawyer appearing in court for bail is not in line with universal principles and demonstrates the ongoing grievances experienced by many over the years, as well as the lack of consistency in practice. Unless strictly necessary, handcuffs should not be applied, and the presumption of innocence must be considered. Clear and transparent rules regarding when handcuffs are to be used should be implemented without delay, which is the expectation of the Court.”
